Norman's Central Library: closed for mold since 2023, now in court into 2027

The $39 million library funded by Norman Forward opened in November 2019 and closed four years later. It has now been closed longer than it was open. Here is the full record: what was built, what went wrong, what has been spent, and where the lawsuits stand.

Bottom line up front
  • The building: Norman Public Library Central opened Nov. 3, 2019. It is owned by the City of Norman, operated through the Pioneer Library System, designed by MSR and built by Flintco (City of Norman).
  • The closure: Mold linked to water intrusion closed it Nov. 15, 2023. The city declared it closed indefinitely April 12, 2024, calling the damage "extensive and severe in nature" (City of Norman).
  • The lawsuits: The city sued the designers and builder in October 2024. The Pioneer Library System sued the city in August 2025. Library employees have filed mold-exposure suits.
  • Status: On Oct. 2, 2026, the parties jointly asked a judge to push remaining deadlines back six months, into 2027. November mediation is postponed (FOX 25, KGOU).

How it was built

In October 2015, Norman voters approved Norman Forward, a temporary half-cent sales tax for city projects that included a new central library. About 72% voted yes (OU Daily).

On April 19, 2017, the City Council approved Flintco's construction contract, K-1617-83, for $25,858,000 before change orders (City of Norman council records). The 80,000-square-foot library opened Nov. 3, 2019 (City of Norman). The city's Norman Forward project report lists a $39 million budget and $35,010,261 in final expenditures (City of Norman project report).

Less than five months after it opened, the library closed on March 15, 2020, when the Pioneer Library System shut all its branches for COVID-19 (OU Daily); it reopened with limited services May 18, 2020, and the system returned to full capacity by June 2021.

The mold and the closure

Officials learned of mold on Nov. 15, 2023, and closed the library that day. The city said water intrusion, possibly from roof and building-envelope problems, was believed to have contributed. Testing by the city's remediation contractor, Cavins Group, found elevated mold levels, Fusarium or Stachybotrys (black mold) in areas on every floor, from staff offices and the children's area to the roof access landing. On Nov. 21, 2023, the city announced a five-month closure (City of Norman). Paecilomyces spores were found in September 2024 (OU Daily).

The library did not reopen. On April 12, 2024, after more mold was found following rains, the city declared an indefinite closure and put the City Attorney's Office in charge of working toward a remediation plan (City of Norman). Reports and test results are posted in the city's public archive.

Cavins Group reports from mid-2026 found no active moisture intrusion in previously affected areas. The city has said it will not repair incorrectly installed building materials while the case is pending, has no plans to tear the building down, and is reviewing unused Main Street buildings as possible storage so the book collection can circulate again (FOX 25). The Pioneer Library System runs a downtown pop-up library (KOCO).

The lawsuits

  • City v. designers and builder. On April 23, 2024, the council passed Resolution R-2324-141 authorizing outside legal counsel. After voluntary mediation failed, the City of Norman and the Norman Municipal Authority sued Flintco, MSR Design and ADG in Cleveland County District Court on Oct. 2, 2024, alleging breach of contract (City of Norman) and negligence (OU Daily).
  • Pioneer Library System v. city. The library system filed a notice of tort claim Nov. 13, 2024, and a petition against the city and authority in August 2025, alleging breach of contract and negligence and seeking damages for lost materials and temporary facilities (City of Norman; OU Daily). The city said it "understands and respects" the filing.
  • Employee suits. Library employees have filed suits over mold exposure. One, filed by a library clerk in May 2025, claims more than $75,000 in damages, according to court documents reported by FOX 25. These are allegations; no court has ruled on them.

In March 2026, the city said the case was on the Dec. 7, 2026 trial docket (City of Norman), and Mayor Stephen Tyler Holman said the city was in mediation with the contractors, the library system and employees (FOX 25). On Oct. 2, 2026, the parties filed a joint request to push remaining deadlines back 180 days and postpone mediation, saying the city's expert may need another inspection of the building to finish a damages model (FOX 25; KGOU).
