- Flowbird ends Sun Nov 1 Norman switches mobile parking payments from Flowbird to ParkMobile. Starting Nov. 1, Flowbird no longer works for mobile parking payments at city-operated lots and spaces; ParkMobile replaces it. - Takes effect Thu Nov 12 Norman adopts the “Idaho Stop” rule for bicyclists. Starting Nov. 12, bicyclists may treat stop signs as yields — slow down, yield, and stop only when needed to avoid an immediate hazard — and, after coming to a full stop at a steady red light, may cautiously proceed if the intersection is clear, yielding to pedestrians and other traffic. It does not allow riding through intersections without care; cyclists stay responsible for judging traffic. The change brings city code in line with Oklahoma law (Title 47, Section 11-202.1). The Bicycle Advisory Committee recommended it unanimously Aug. 10; City Council approved it at its Oct. 12 meeting.
