Norman Public Library Central: closed since 2023, in court since 2024 — the record so far

Norman Public Library Central, paid for by the Norman Forward sales tax and opened Nov. 3, 2019, has been closed since Nov. 15, 2023, because of water intrusion and mold. The city is suing the building's designer and contractors; the Pioneer Library System, which runs the library, is suing the city. On Oct. 2, 2026, the parties jointly asked a judge to push the remaining deadlines back 180 days (FOX 25; KGOU).

The building

Norman voters approved Norman Forward, a temporary half-cent sales tax that funded the new central library and other projects, in October 2015; about 72% voted yes (OU Daily). The City Council approved Flintco's construction contract, K-1617-83, for $25,858,000 on April 19, 2017 (City of Norman council records). The 80,000-square-foot library opened Nov. 3, 2019. It was designed by MSR and built by Flintco. The city owns it; the Pioneer Library System operates it (City of Norman).

The mold and the closure

Officials learned of mold on Nov. 15, 2023, and closed the library for what was first announced as a few days. On Nov. 21 the city announced a five-month closure. Testing by Cavins Group, the city's remediation contractor, found elevated mold levels, Fusarium or Stachybotrys in areas on every floor, and the city said the growth "appears to be related to water intrusion," potentially from roof and envelope issues (City of Norman; report archive). OU Daily later reported Paecilomyces spores in September 2024 testing (OU Daily).

On April 12, 2024, the city closed the building indefinitely, saying the damage was "extensive and severe in nature," and that additional mold had been found after recent rains (City of Norman).

The lawsuits

  • City v. designers and builders. On April 23, 2024, the council passed Resolution R-2324-141 authorizing outside counsel. After what the city calls unsuccessful voluntary mediation, the City of Norman and the Norman Municipal Authority sued Flintco, MSR and ADG in Cleveland County District Court on Oct. 2, 2024, alleging breach of contract (City of Norman) and negligence (OU Daily).
  • Pioneer Library System v. city. Pioneer filed a notice of tort claim against the city and the authority on Nov. 13, 2024, and a petition in August 2025 (City of Norman). It alleges breach of contract and negligence and seeks damages including lost materials and the cost of temporary facilities (OU Daily; KOCO). The city has said it "understands and respects" Pioneer's position.
  • Employee suits. Library employees have also sued over mold exposure; FOX 25 reported a library clerk's suit filed in May 2025 (FOX 25).

In March 2026, Mayor Stephen Tyler Holman said the city was in mediation with the contractors, the Pioneer Library System and employees (FOX 25). The city said the case was on the Dec. 7, 2026 trial docket (City of Norman, March 9, 2026).

The Oct. 2, 2026 joint filing says the city's expert may need another inspection of the closed library to finish a damages model. A Nov. 17 mediation was postponed, and the parties asked that deadlines, including the Oct. 7 dispositive-motion deadline, move into 2027 (FOX 25; KGOU). As of Oct. 12, Facts First has not seen a ruling on that request.

The building now

Cavins Group's mid-2026 reports found no active moisture intrusion in previously affected areas, according to the city's report archive (City of Norman). The city has said it will not repair incorrectly installed building materials while litigation is ongoing, that it has no plans to tear the building down, and that it is reviewing unused Main Street buildings as possible storage so the collection can return to circulation (FOX 25). Pioneer runs a downtown pop-up library in the meantime (KOCO).

What's next

The judge has to rule on the joint request. If it is granted, the remaining deadlines move into 2027 and mediation waits until the parties gather more information. Facts First will update this page when the court rules or the city publishes new cost figures.
